The concentration of the traffic at the Jubilee
Street Pier in Victoria, which at present exists, appears
to your Committee to be undesirable as the volume of traffic is not entirely centred at that point, but is distributed further west. They, therefore, recommend that, in addition to the pier at Jubilee Street, ferry piers should be establ-
ished at Western Market and Eastern Street. It is not at present necessary, in the opinion of your Committee, to consider the establishment of any ferry to the East of Blake Pier, as practically the only passenger traffic across the harbour east of that point consists of coal and cargo
coolies, who are carried in the junks in which they work.
5. Your Committee also recommend that ferry piers
should be established in Yeumati at Public Square Street
and Waterloo Road Wharf, and at Sham Shui Po on the site of
the existing pier.
6. Your Committee recommend that the Government
should obtain control of piers situated at the places men- tioned in paragraphs 4 and 5, the terme in each case to be the subject of negotiation, and that the ferries between Victoria and Yeumati and Sham Shui Po should be confined to
such piers.

Your Committee recommend that the right to main- tain ferries between the piers mentioned should be leased by the Government under the provisions of an Ordinance on
the lines of the Bill marked F attached.
8. In making the recommendation in paragraph 7 your
Committee are conscious of the fact that some of the exist- ing piers referred to in paragraphs 4 and 5 are not adequate for the purpose, and that a considerable sum of money would have to be expended in enlarging and in some cases entirely reconstructing them.
